Dreams FC demoted to Division One after GFA Appeals Committee sitting

Dreams FC have been demoted from next season’s Ghana Premier League due to the unlawful use of a player two seasons ago in the Division One.

The decision was taken by the Ghana Football Association’s Disciplinary Committee during its sitting on Wednesday.

The case was filed by Tema Youth who lost to Dreams FC in a GN Bank Division One match played in 2015.

The player, Cudjoe Mensah, featured in the match and was the subject of a protest filed by Tema Youth who stated that he had been fraudulently registered by Dreams FC.

According to the GFA’s decision, Dreams FC have been declared losers of the match and will be replaced by Tema Youth in next season’s Ghana Premier League.

Dreams FC have also been fined GHS 2,500 for the offence.


Two seasons ago, Dreams FC beat Tema Youth in a Division One league match.

After the match, Tema Youth filed a protest over Dreams’ use of a player named Cudjoe Mensah.

They claimed that the player had been previously registered as Daniel Gozar and played for Amidaus Professionals in Tema.

The case was initially heard in 2015 but the Ghana Football Association banned the player for one year for double registration while Dreams FC was not punished.

This was because they stated in their defence that the player was signed from Botwe Youth FC with the name Cudjoe Mensah and that they were not aware that he had already been registered as Daniel Gozar.

Tema Youth filed filed for a review of the judgment but it was not successful and a subsequent appeal was also thrown out.

Tema Youth then went to the Court of Arbitration for Sports (CAS) earlier in 2016 for redress.

However, the Court said that it could not grant any action against Dreams FC but it ordered the Ghana Football Association to reconstitute the Appeals Committee to have a second look at the case brought by Tema Youth.

The present

Following the order, of the Court, the GFA put together another Appeals Committee and it gave the decision on Wednesday.

The ruling also stated that Ibrahim Dossey Adam of Dreams FC and Mumuni Malik of Botwey Youth FC, both of whom signed the released papers which allowed Cudjoe Mensah to join Dreams FC, had been banned five years each from holding footballing positions in Ghana.

Below is the full transcript of the ruling:

1- That this matter is properly before the committee and the committee has jurisdiction to determine the review application.


2- That the player CUDJOE MENSAH was unqualified to play in the match between TEMA YOUTH FOOTBALL CLUB and DREAMS FOOTBALL CLUB on 25107115 in the 24th week of the 2Ol4/ 20I5 GN BANK Division One League Zone 3 match played at KWEIMAN.


3- That the representation of the player as CUDJOE MENSAH for registration by the GFA when the player had earlier registered as DANIEL GOZAR is irregular and renders his registration as CUDJOE MENSAH void.


4- That DREAMS FC is liable for the irregular registration MENSAH.


5-That DREAMS FC is hereby declared loser of the match YOUTH FC and DREAMS FC in the 24h week of the Division one League zone 3 match played on25107ll5.


6-That TEMA YOUTH FC shall be awarded three (3) points and three (3) goals as per Article 34(2) of the GFA General Regulations.


7- That DREAMS FC shall lose three (3) points from the club’s accumulated points from other previous matches played in the 201412015 GN BANK Division One League competition in accordance with Article 3a(5)(a) of the GFA General Regulations.

8- That by reason of our decision stated at paragraphs 5, 6 and, 7, the winner of the GN BANK Division One League Zone 3 competition shall replace DREAMS FC in the Premier League for the 201612017 premier League season.


9-That DREAMS FC is hereby fined two thousand five hundred Ghana cedis (GHs 2500.00), 50% of which shall be paid to TEMA YOUTH FC in accordance with Article 34(5) (a) of the GFA General Regulations.


10-That IBRAHIM DOSSEY ADAM of DREAMS FC who signed the release letter of CUDJOE MENSAH on behalf of DREAMS FC is hereby banned from holding any office in the GFA or in any club affiliated to the GFA for a period of five (5) years with effect from the date of this decision.


11- That MUMLTNI MALIK of BOTWEY YOUTH FC who signed the release lener of CUDJOE MENSAH to DREAMS FC is hereby banned from holding any office in the GFA or in any club affiliated to the GFA for a period of five (5) years with effect from the date of this decision.
